Who is concerned
Developers located outside Japan who sell to users in Japan, and developers based in Japan who sell to users outside Japan. Domestic sales within Japan are not covered by this authorization.
A second step, the Installment Sales Act disclosures, applies to any global developer who sells into Japan.
What changes
- Payment Collection Authorization (Payment Services Act): you authorize Google to act as your payment collection agent.
- Additional developer disclosures (Installment Sales Act): Google must collect business information and legal declarations. Existing sellers were notified when the policy launched, and new sellers are notified after their first sale to a buyer in Japan.
- Individuals confirm their full name and address and answer two Yes or No questions about legal actions in the last 5 years. Organizations give their registered legal name and address, the Authorized Representative’s name and date of birth and, if they have one, a 13-digit Japanese Corporate Number, and answer the same two questions.
- A Yes answer must be explained: date of the judgment or action, what happened, who was involved, where it occurred and the steps taken to prevent it. Google reviews responses manually.
What to do
- Check your email, Play Console and Payments Center for the invitation.
- Open the link and select Continue to submit the authorization.
- Complete the Installment Sales Act disclosures when Google’s notification asks for them.
- If a submission is incomplete or incorrect, Google emails the exact fix to make.
